Dear Mr. Chang,
I would like to appeal to you to cancel the contract between Taiwan Power Company and the Democratic People's Republic of Korea for the dumping of up to 200,000 barrels of radioactive waste.
The situation facing Taiwan is similar to many other countries, the development of a nuclear power programme without consideration of the consequences -- radioactive waste cannot be treated and rendered harmless. It is up to Taipower, as the generator of the waste, to store it in Taiwan, and not to ship it away and pretend it has ceased to be a problem.
The people of Taiwan made their opinion clear when your company proposed storage sites in Taiwan for your growing volume of radioactive waste -- they said no. To now ship your waste to the DPRK, where the public has little or no voice in such matters, is wrong.
Although North Korea is in an economic crisis, and in the short term desperately short of funds to buy food and other essentials for her people, in the longer term they could face environmental disaster and the much greater costs of dealing with poisoned, contaminated land and water supplies, increased rates of cancer and other health problems.
Please cancel your plans to ship this waste to the DPRK, and seriously investigate safer, cleaner technologies for meeting Taiwan's energy needs. Nuclear power is not a viable option.
