Thousands of tonnes of Russian oil spill on to the Arctic tundra after temporary dams built to contain the August leaks burst under heavy rain. The world remains unaware. The World Bank and the IMF celebrate their fiftieth anniversary in Madrid. Greenpeace publishes a special report, Money to burn which reveals that the Bank has been sitting on crucial funds needed to help developing countries switch to ozone-friendly technologies.

In Washington, Greenpeace reveals that the US government violated both domestic law and international treaty obligations by transferring to Japan 'sensitive nuclear technology' developed at US nuclear weapon sites. The US government announces an enquiry, and an end to such collaboration. The Japanese government hires lawyers to challenge Greenpeace's right to information under the Freedom of Information Act.
