Stop Plutonium Terror
 

Statement of the Republic of Chile

4 July, 2002

The Chamber of Representatives agrees:

1. To reject the possibility that once again the transfer of plutonium or other dangerous substances, between Asia and Europe, use, as a sailing route, the Pacific Ocean and the Cape Horn, putting in risk the Chilean Economic Exclusive Zone, and disregarding the rights of Chile and other coastal nations.

2. To request in formal terms the Government to address to the Governments of Great Britain and Japan, opposing explicitly this situation considering the implicit environmental risks and requesting that they discard for ever the Chilean coasts as one of the possible routes for this type of transport.

3. To request the Government to explicitly reject this type of transport at international forum and institutions, for example, at the Security Council of the United Nations and at the World Summit of Sustainable Development, to be hold in Johannesburg, South Africa from August 26th to September 4th.

4. To request the Army and the Chilean Commission of Nuclear Energy to inform this H. Chamber about the risks assessment and type of measures that will be adopted to face this situation, and the actual jurisdiction to adopt resolutions that affect our territorial sea, especially considering the possibility of accidents and the consequences that this could imply.

5. To send, in an official way, to the Parliaments of Great Britain and Japan, the rejection of this H. Chamber to the permanent threat of using the Pacific Ocean and the Cape Horn as route for the transport of these dangerous substances.
