Panama
- Flag of convenience country - One of the Top 10 flag of convenience
countries. Panama is a country that sells its flag to foreign companies
seeking to escape fisheries regulation. There are several pirate toothfish
vessels using the Panamanian flag. Currently under investigation is
the "Comouco" which was arrested in 1999 by the French in their EEZ
around Crozet Island and recently the subject of legal action at the
International Tribunal for the Law of the Sea. The "Camouco" is flagged
in Panama but owned by two Spanish companies.
