EXECUTIVE SUMMARY

As the ozone crisis deepens with each passing year, the world still consumes as much as 34-40% of the ozone depleting substances that were consumed ten years ago. The environmental imperatives dictate that we must stop using all ozone depleting substances (ODSs) immediately, and certainly as soon as it is technologically feasible. We must replace ODSs with technologies which do not significantly contribute to global warming and climate change.

The current global phase-out dates for CFCs, HCFCs and methyl bromide are inadequate for the protection of the ozone layer. We deed an emergency phase-out schedule for these substances. Such a schedule is feasible as there are environmentally safer technologies available for most of their applications.

Furthermore, the Montreal Protocol has a moral responsibility to control the extensive use of HFCs, especially HFC-134a, which are environmentally unsustainable.
