Elimination (E)=Stated commitment to achieving elimination of POPs in Article
B (objective) and in Article D (Measures to Reduce or Eliminate) –D1/intentional
POPs, D3/by-products, and D4/waste and stockpiles.
Precaution (P) = Stated commitment to embracing the precautionary approach in Article B (Objective) and in Article F regarding key steps (e.g. risk profile) of the criteria-related process for adding new POPs.
Note: For purposes of this list, a positive commitment is a plus (+), a negative commitment is a negative (-) and uncertain commitment or inadequate information is a question mark (?). Inclusion of elimination and or precautionary language in the Preamble (Art. A) is not sufficient. Qualifying words may be acceptable as long as the end result reflects a commitment to elimination and precaution. IPEN participants encourage revisions from government representatives.
