Brazil has proposed the creation of a whale sanctuary in the South Atlantic, spanning from the east coast of South America to the west coast of Africa. According to Brazil's foreign minister, the purpose of the sanctuary would be to guarantee the protection of various species of whales in their mating areas and to stimulate scientific research. Southern Right whales, in particular, use the coastal areas of South America for their breeding grounds. Both Brazil and Argentina have thriving coastal tourism, in which the whale watching industry plays a significant role.

The South Pacific and South Atlantic sanctuaries would extend the Southern Ocean Sanctuary to provide critical protection of whales in their breeding grounds. If the IWC voted to create these proposed sanctuaries, whales would be protected from commercial whaling in most of the southern hemisphere.
